Adverting to my Minute No. 1/158/74 of the 23rd April, I attach hereto, for your information, a copy of a letter received by the British Consul at Lourenço Marques. Marcus Carvey or Garvey is the reputed head of the organisation known as the Universal Negro Improvement Association and African Communities League.

[1] The enclosed letter was accompanied by a note from the Agency of the Union of South Africa, Lourenço Marques, Mozambique, suggesting that the letter be conveyed to the Criminal Investigation Department. On the note, there were handwritten endorsements suggesting that copies of the letter also be sent to the justice minister, to Native Affairs, and to Railways and Harbours (SAGA, Asiatic Dept., M257).
