Postmaster. Married Fannie Tattersall (1891). Began service in Post Office in 1873, rose to position of New York Postmaster (1907-1917, 1921) when Sanger was informed that The Woman Rebel was unmailable under Section 211 of the U.S. State Criminal Code. President of National Association of Postmasters.
